Hello message fixed fields structure.

This structure defines fixed (constant) fields of the Hello header. Fields structure: TYPE: 4 bits, IPV4_COUNT: 1 bit, IPV6_COUNT: 2 bits, TX_COUNT: 25 bits. Total length: 32 bits.
